    Upbit got 'hacked' (probably an inside job) then Bithumb got that big tax bill based on foreigners' accounts. But what wasn't really publicized was that Upbit locked all non-Koreans' accounts from withdrawals and deposits on December 31st/January 1st. Since then, they said that people needed to just go into Upbit HQ in person and re-KYC.

    Problem is that even if you re-KYC, your account is still locked. The re-KYC was just for show or something. They aren't sure what the tax service in Korea will do, so they're holding everything.

    Basically Upbit stole a lot of people's money under the pretense of "we aren't sure what the tax service will say". The problem with that logic is that the tax service will be taxing UPBIT, not the users. So in light of all that, a group of non-Korean Upbit users are looking into their options to launch a class action suit against the exchange in order to get their money back. They're struggling with the retainer fee and which firm to go with for now. Hopefully they do it and get the exchanges in Korea to stop their nonsense.
