Is it legal for Ripple to buy XRP on exchanges?

Ripple just got some hype about a 200m investment to boost XRP adoption, does anyone have a way to calculate what a 200m dollar buy could look like on the open market? Would it be possible for Ripple to strategically buy through a sellwall to raise the price to help encourage speculative retail investment? Is it legal to do that?
