1 of gpus from my 5 msi vega 56 rig drops to 1000 then 600 h/s. any idea why?

have 5 vega 56 msi air boost. i use latest adrenaline driver with cast xmr. 4 of them are stable around 1700 to 1750 h/s but one of them drops to 1000 and later to 600 h/s. LED's of 4 cards are the same and only one of them is fully lighted which i'm guessing is the one.

hbcc is disables, crossfire disabled, core clock -6 % ( wont go any lower), memory clock is 950, fan min 2800 max 4000, target temp is 71 and max is 80 (or 85) and power limit is -22%. overdriventool didn't work good enough for me.

however when i restart cast xmr, hashrate of that is good until it isn't.

looks like this gpu is cunsuming more power than the others (if thats what the LEDs indicate). why?

i don't know what to do.
