    Ethereum for parking solutions?

    My father is in a good position in the parking meter industry. Ive been learning about smart contracts and Ethereum and it seems to be a perfect mobile solution for pay to park area. The contract can have your variable rates based on time and high demand times. Transactions are quick and cheap. I dont think it would be applicable for small town parking but in cities where you pay premiums I see it as a great option. Parking authority payroll could be cut in half. Im sure there would be a way to semi enforce fines using a smart contract as well.

    Any input? I'm looking to push them to the next level.

    EVM question: Static vs. Dynamic Arrays

    I have background in Python so I have very little experience with memory management expect for little bit of C few years ago.

    So my question is, what things should be considered when making decision between static length and dynamic length arrays. Is there a gas cost calculator or good EVM specific learning resources available somewhere? Google search didn't bring anything up.

    Lets consider the following example. I build a smart contract to which parents can store basic details about their children.

    struct Child = { string firstName; uint yearOfBirth; } 

    These structs are added to an array under their parents. Probably for most of the cases there will be one to three children, but there is always someone who has around ten. Would it be in case like this more gas efficient to just use dynamic arrays or would it be wiser to use "overkill" static array. For example length of 16 which should cover 99.9% of the cases but would be mostly empty space in majority of cases.

    Especially regarding ETH we already tracked a lot of addresses which handled huge amounts (much more then we can account for in our community), also through smart contracts (forwarders), internal transactions to exchanges, etc. but clicking in etherscan.io only gets you so far. So we need some tools and knowledgeable people to create some clarity in this jungle of addresses.

    1- Is ether singular for ethereum or is it some sort of internal currency the wallet goes by?

    2- I was informed that for anything to work in ethereum, it needs to be funded by ether and it suggested that I inject ether into my account by sending bitcoin and converting it through shapeshifter. What on earth is that all about? I hit next and skipped that part but I feel that it was important.

    3- Any useful links for absolute beginners? I'm Talking ELI2 tier, not ELI5. Thanks!
